Hillel Glazer, a local entrepreneur, Principal and Founder of Entinex, a provider of technology strategy consulting services, announced today the launch of a new service that will improve proposal success rates for IT service providers in the government market. The service, aimed at smaller and medium-sized local businesses, is designed to cut through much of the ambiguous language in Federal Requests for Proposals (RFPs). "Federal RFPs have so much stuff in them that it's often difficult to figure out what's what," says Glazer.
The proposal consulting, writing, and review service takes advantage of over a decade of Federal acquisition and source selection experience. Much of the experience was in the DoD, and all of it was technology related. "Between the client's specific requirements, Federal Acquisition Regulations (FAR) and directives from the Office of Management and Budget (OMB), General Services Administration (GSA), and General Accounting Office (GAO), vendors have a hard time determining where to place their proposal-writing efforts." Glazer adds, "the source selection committee is looking for specific things, if you don't hit the target on those things, your proposal could be sunk."
Glazer, who has worked with technology implementation or development since 1988, was trained by the DoD to be an acquisition expert. He notes that in addition to the required language, many terms in the statement of work are hidden "gotchas." Vendors who don't recognize and explicitly address the gotchas in their proposals could be leaving out important information. Entinex's new service specifically intends to address such issues. "The government is taking process very seriously these days," reports Glazer. Adding, "we've written government RFPs, we've developed much of the process-related language for them, and when we reviewed vendor proposals during source selections, those vendors who ignored [the] management processes [section of the RFP] dropped quickly to the bottom of the stack."
